Troy Gene Scroggins Sr., 80, passed away on Thursday, April 4, 2013, at Aldersgate Health Care Center in Topeka, KS. He was born March 12, 1933 in Wichita, KS the son of Lorraine Shields and Orlando Scroggins.

Throughout his formal years, Troy was raised and attended public school in both Salina and Junction City, KS where he later graduated from Junction City High School in 1951. After high school, Troy attended Wesleyan University for one year and later served in the U.S. Army (1953 – 1955). Troy later continued his post-secondary education at Washburn University of Topeka where he graduated in 1961, with a Bachelor of Arts Degree in Social Work.

Troy was married to Irma Leatrice Mae Lewis on January 30, 1954 in Topeka, KS.

Troy Scroggins has served in the Civil Rights capacity at many levels covering over 33 years. He also has served as chair of the NAACP Housing Chair for 10 years, where he was very instrumental in helping those with housing equity disputes find resolutions. Troy was the Executive Director of the Kansas Commission on Civil Rights (KCCR) where he subsequently was an Investigator, with the primary responsibility of handling alleged unlawful employment and public accommodation violations of the State Anti-Discrimination Statutes. Troy has also worked with the Equal Employment Opportunity Commission (EEOC) at the District Office in Kansas City. There he was the Supervisor of Conference, Conciliation and Case Settlement. His major responsibilities were to develop remedies and relief of unlawful employment practices in violation of public accommodation statutes. Troy then moved on to the EEOC District Office in Houston, TX, where he was the Supervisory Manager of the Systemic Unit: Continuing Investigation Unit; and Sexual Harassment Unit. In 1984 Troy returned to Kansas and accepted a position with State of Kansas Department of Corrections as an Affirmative Action Officer, responsible for implementation of the agency's affirmative action plan. Troy has also held a position with the U.S. Dept. of Housing and Urban Development (HUD) in Kansas City as an Equal Opportunity Housing Specialist. Troy completed his career in administrative Civil Rights enforcement in 1995, retiring from the position of Affirmative Action Monitor and part-time acting Director of the City of Topeka Human Relations Commission. Troy has performed many duties in the realm of non-social, medical, educational, criminal and religious cultures, and has received many accommodations throughout his long Civil Rights career. Advice and counsel was a critical aspect of his application and implementation of administrative Civil Rights enforcement.

Troy Scroggins was a member of Capitol City Community Church of God and Life Member of NAACP.

He leaves to cherish his memory, his loving wife Irma; children, Dr. Troy G. Scroggins Jr. (New Orleans, LA), Corliss L. Lawson (Atlanta, GA), Carlton O. Scroggins (Topeka, KS) and Clinton D. Scroggins (Kansas City, MO); grandchildren, David A. Scroggins (Topeka, KS), Courtney N. Worford (Atlanta, GA) and Terrelle M. Johnson (Lawrence, KS); great-grandchildren, Jalen R. and Malachi K. Worford (Atlanta, GA), and Marquin D. Johnson (Fort Scott, KS). Two sisters, Montrula Shelby (Champagne, IL) and Cymbalene Crawley (Jacksonville, FL); four brothers Raeford Turner (Kansas City, MO), Gaylord McDonald (Salina, KS), Jackie and Manyard McDonald (Junction City, KS).

He was preceded in death by his mother and father, a brother, Dorcy Turner, a sister Ilona Turner. As well he was preceded in death by his daughter, Carol Jolene Scroggins and grandson, Tony R. Worford Jr.

Troy will lie in state and the family will receive visitors on Monday, April 8, 2013 from 6-7:00 p.m. at Dove Cremation & Funeral Service, 4020 SW 6th Ave. Topeka, KS 66606. Funeral services will be held at Capitol City Community Church of God, 1191 SE 37th St. Topeka, KS 66605, on Tuesday, April 9, 2013 at 10:00 a.m. Burial will follow at Mt. Hope Cemetery. In lieu of flowers, memorial contributions may be made to the Capitol City Community Church of God.
