He was born January 18, 1937 in Jackson County, Kansas to William Cornelius Driscoll and Ola Alice Burget Driscoll of Wetmore, Kansas. He attended Wetmore Elementary followed by his graduation in 1955 from Wetmore High School as class Salutatorian behind his twin sister and Valedictorian, June Driscoll. In 1957, he voluntarily joined the Navy and reached Store Keeper, 3rd class (SK3), on the USS Macon where he served until 1959.
